Appeals
As the highest administrative court, the Supreme Administrative Court decides on appeals against administrative decisions made by public authorities.
In most cases, an appeal against an administrative decision is first lodged with an appeals or review board, and subsequently with a regional administrative court or the Market Court. An appeal against a decision by an administrative court or the Market Court can only be lodged with the Supreme Administrative Court if the Supreme Administrative Court grants leave to appeal. Some decisions of an administrative court and the Market Court may be appealed directly, in which case no leave to appeal is required.
Guidance on how to use this service provided on this website is general in nature and simplified. In practice, the appeal process may differ from this due to specific legislation.
Please notice that you must use either Finnish or Swedish when dealing with the Supreme Administrative Court. Applications for leave to appeal and appeals must also be made in either Finnish or Swedish.
