Certificate of finality
A certificate of finality may be issued once the appeal period has expired. An application for a certificate of finality, together with the relevant documents, may be submitted to the Supreme Administrative Court before the expiry of the appeal period. The fact that a decision has become final is noted in the documents, after which they are returned to the applicant.
How to apply for a certificate of finality
Send your written request for a certificate of finality to the Supreme Administrative Court registry at korkein.hallinto-oikeus(at)oikeus.fi. Replace (at) in the email address with the @ symbol.
Enclose the following with your application:
- the full text of the decision by an administrative court or the Market Court
- the appeal instructions attached to the decision
- proof of when you were served notification of the matter (e.g. a certificate of receipt)
- your postal and billing address.
The Supreme Administrative Court charges a fee of EUR 37 for a certificate.
